The London Plan, the Greater Authority’s spatial development strategy for London, has defined Heathrow as an Opportunity Area – area with capacity to support additional homes and jobs since 2004, but progress on developing been minimal. Uncertainty around expansion of Airport appears have adversely affected progress. Nevertheless, most recent Plan stipulates that should accommodate 13,000 new 11,000 jobs. In this article, multi-objective linear programming is used investigate whether these figures are achievable given constraints land availability use mix. How uses might best be assigned maximise home, job gross value added (GVA) creation within also explored. main contributions provide independent scrutiny London’s present a mathematical framework allocation planning decisions in urban areas. Findings show 700 ha available land, indicated home can met. However, there insufficient brownfield meet targets, Green Belt would very likely necessary. Strong allocations found more heavily feature financial professional services, other office-based businesses, shops. Rather than presenting single “solution”, results presented using wide range visualisations illustrate key trade-offs between different goals, secondary aim promoting planners valuable tool policy making.
